I've just purchase SSH Tectia ConnectSecure for Windows 2003 in order to securely transfer files in-house between applications. Is this sufficient in order to perform this transfer? or is there another software purchase necessary?

Tectia ConnectSecure is an SSH client component targeted for server installations. You'll still need an SSH server (be that Tectia Server or any other SSH server) on the remote hosts you wish to transfer files with.
